BACKGROUND
According to the World Health Organization guidelines, field tests, in the context of a bid for the supply of alcohol-based hand rubs, should take into account climatic region, test period, products already in use, and type of use (hygienic or surgical) when assessing tolerance. This laborious method is often contested.
OBJECTIVETo conduct a post hoc analysis of the data of a large bid, including 5 factors, to validate the relevance of their inclusion.
METHODSFor the purposes of the bid, products were compared in terms of the 4 World Health Organization tolerance criteria (appearance, intactness, moisture content, sensation) during product testing and were separated into groups on the basis of the studied factors. The post hoc analysis method included (1) comparison of the mean before-and-after difference based on the self-evaluation of the skin with the 4 World Health Organization tolerance criteria, between climatic regions, periods, products in use, test product, and the type of use; (2) generalized linear models, taking into account all studied factors.
RESULTSThe analysis included data for 1,925 pairs of professionals. The means of the differences observed were independently and significantly associated with the test period (P<.001), the hygienic or surgical use (P=.010 to .041, not significant for appearance), the product already in use (significant for appearance P=.021), and the test product (P<.001). The association with climatic region was found to be significant only in the nonadjusted analysis.
CONCLUSIONThe type of use, the test period, and the product in use should be taken into account when designing field tests of alcohol-based hand rubs.

The Commission 4 Organizing Committee began its work for the 2009-2012 triennium by revising the commission's terms of reference, which serve as our “mission statement.” The new terms of reference are:
(a) Maintain cooperation and collaboration between the national offices providing ephemerides, prediction of phenomena, astronomical reference data, and navigational almanacs.
(b) Encourage agreement on the bases (reference systems, time scales, models, and constants) of astronomical ephemerides and reference data in the various countries. Promote improvements to the usability and accuracy of astronomical ephemerides, and provide information comparing computational methods, models, and results to ensure the accuracy of data provided.
(c) Maintain databases, available on the Internet to the national ephemeris offices and qualified researchers, containing observations of all types on which the ephemerides are based. Promote the continued importance of observations needed to improve the ephemerides, and encourage prompt availability of these observations, especially those from space missions, to the science community.
(d) Encourage the development of software and web sites that provide astronomical ephemerides, prediction of phenomena, and astronomical reference data to the scientific community and public.
Promote the development of explanatory material that fosters better understanding of the use and bases of ephemerides and related data.

Dr. George Kaplan, the current Vice-President of the Commission was nominated to be the new President. Dr. Catherine Hohenkerk was elected to be the next Vice-President of the Commission. Material sampled along 11 rivers of the western part of Salix viminalis L. natural range (in Poland, Germany and Austria), as well as in stands in Sweden and Belgium, was assayed for 15 isozyme loci and cuttings were installed in two field experiments located in a nursery south of Uppsala, where growth traits were measured. These data were used to test hypotheses on the origin of Swedish populations, on the part played by rivers in the genetic differentiation and on the relative differentiation at isozyme and quantitative trait loci. Although significant, the overall population differentiation was low, the FST value being around 4%. Much higher FST values were observed between subpopulations from southern (Skåne) and central Sweden. This strong population differentiation, accompanied by significant linkage disequilibria, suggests the recent and diverse origin of Swedish populations. Degrees of differentiation between and within Polish river systems were of the same magnitude, indicating the presence of gene flow between river systems. Flow-regulated waterways, associated with higher human disturbance, may well explain why populations along rivers of the western part of the study area exhibited significant differentiation patterns while no differentiation could be detected along the less disturbed riparian habitats of eastern Poland. Finally, higher FST values were obtained for quantitative trait loci than for isozyme loci but, with two notable exceptions, their 95 % confidence intervals overlapped.

JPL planetary ephemeris development has been very active assimilating measurements from current planetary missions and supporting future missions. The NASA Mars Science Laboratory (MSL) mission with launch in 2009 requires knowledge of the Earth and Mars ephemerides with 30m accuracy. By comparison, the accuracy of the Mars ephemeris in the widely used DE405 ephemeris was about 3 km. Meeting the MSL needs requires an ongoing program of range and very-long baseline interferometry measurements of Mars orbiting spacecraft. The JPL ephemeris DE421 was released three months before the landing of the Phoenix mission on Mars, and has met the 300m requirement. Continued measurements are planned to support the MSL landing.

The structural properties of β-phase tantalum nanocrystallites prepared by room temperature magnetron sputter deposition on amorphous carbon substrates are investigated at atomic resolution. For these purposes spherical aberration-corrected high-resolution transmission electron microscopy is applied in tandem with the numerical retrieval of the exit-plane wavefunction as obtained from a through-focus series of experimental micrographs. We demonstrate that recent improvements in the resolving power of electron microscopes enable the imaging of the atomic structure of β-tantalum with column spacings of solely 0.127 nm with directly interpretable contrast features. For the first time ever, we substantiate the existence of grain boundaries of 30° tilt type in β-Ta whose formation may be well explained by atomic agglomeration processes taking place during sputter deposition.

The paper reviews results from in situ straining experiments on Al-Pd-Mn single quasicrystals in a high-voltage electron microscope. Slip planes were determined from the orientation and width of slip traces. Dislocations are generated by a specific cross slip mechanism. On some slip traces, dislocations move at two distinctly different velocities. A stress exponent was determined on a single dislocation by observing its displacement under decreasing load. The in situexperiments reveal the behaviour of individual dislocations in a temperature range where the deformation of bulk specimens is strongly affected by recovery.

Design rules are described here for high-temperature straining stages for transmission electron microscopy. Temperatures above 1000°C can be attained by electron bombardment of the specimen grips. Thermal equilibrium can be reached in a short time by carrying off the heat by water cooling. Some applications of this stage are described. Ferroelastic deformation was observed at 1150°C in t′ and partially stabilized zirconia, which changes the microstructure for successive dislocation plasticity. In the oxide-dispersion-strengthened alloy INCOLOY MA 956, dislocations are impeded by oxide particles and move smoothly between the particles. At high temperatures, both the resting and traveling times control the average dislocation velocity. In MoSi2 single crystals of a soft orientation, dislocations with 1/2〈111〉 Burgers vectors are created in localized sources and move on {110} planes in a viscous manner. The dislocations in Al-Pd-Mn single quasicrystals are oriented in preferred crystallographic directions and move in a viscous way as well. On the basis of in situ observations, conclusions are drawn for interpreting macroscopic deformation behavior at high temperatures.
